Celebrating a Legal Legacy: Ribbon Cutting for Carnall Law Office

The Wells County Chamber of Commerce proudly hosted its first ribbon cutting of 2026 to celebrate the reopening of the Carnall Law Office, marking the return of a longstanding and respected legal practice to downtown Bluffton. Chamber board members, ambassadors, along with family and friends, gathered to commemorate the occasion and to welcome the business back into the community.

Originally established in 1970 by Ned R. Carnall, the Carnall Law Office has deep roots in Wells County. Ned Carnall began his career and built a reputation for dependable, community-focused legal service. In 1993, his son, Andy Carnall, joined the practice, and the two worked side by side until Ned’s retirement in 2000. Andy continued the practice independently, maintaining the firm’s longstanding commitment to client-centered service.

In 2007, Andy Carnall transitioned into public service, joining the Wells County Prosecutor’s Office. He served in that role through 2022, including eight years as the elected Wells County Prosecutor from 2014 to 2022. During his career in public service, Carnall also served with the Knox County and Huntington County Prosecutor’s Offices, gaining additional prosecutorial experience.

After nearly two decades in public service, Carnall has returned to private practice, citing a desire for greater autonomy and the opportunity to work more closely with individual clients. He shared that one meaningful detail of reopening the practice was the ability to retain the original Carnall Law Office phone number, a familiar connection for many long-time clients and community members. “What I missed most was the personal interaction and the ability to build relationships with the people I serve,” Carnall said. “I look forward to helping individuals in our community navigate the legal system, protect their rights, and work toward the best possible outcome for their situation.”

The re-established Carnall Law Office offers a general practice of law, with an emphasis on criminal defense, family law, real estate, wills, trusts, and estates. Carnall noted that he is in the office daily and is committed to accessibility and timely communication, returning calls promptly when court obligations require him to be away.

Andy Carnall is a 1982 graduate of Bluffton High School, a 1987 graduate of Indiana University, and a 1993 graduate of the Indiana University School of Law – Indianapolis. His return to private practice represents both a continuation of a family legacy and a renewed commitment to serving the legal needs of the Wells County community.
